All of these factors make Greenland hard to hit.
To increase the chance of infecting Greenland you can do 3 things.
1. Start in Greenland or Iceland
I prefer Iceland, I've had more success there and it has a more active seaport.
2. Buy Cold Resistance
To help infectivity in cold regions and also to infect cold regions buy cold resistance I & II.
3. Wait.
This is not the best way. You just don't kill anyone until they are infected hoping that the cure isn't found before then. I've never used this method because it takes so long and is not very effective.
